Patrícia is commercial lawyer and international dispute resolution specialist. She qualified at the Portuguese Bar in 2005 (with distinction), completed a Masters in Domestic and International tax law at the Instituto Superior de Ciências do Trabalho e da Empresa, Lisbon in 2005 (with distinction) and then completed an LLM in International Dispute Resolution at Queen Mary University of Law, London in 2007 (with merit). Following training at L’Oreal and at the International Chamber of Commerce, Paris, Patrícia worked in the International Arbitration and International Projects Departments at Baker Botts LLP and Dewey LeBoeuf LLP in Paris and London.

Patrícia is experienced in public international law, foreign investment, complex cross-border contracts and international arbitration across a variety of sectors including oil and gas, infrastructure and construction and natural resources. Her practice is focused on Sub-Saharan Africa (in particular Angola and Mozambique), Brazil and Portugal.

Patrícia is a partner at Rosário Consulting, special counsel at AV Attorneys (Angola) and has published extensively in academic journals and publications, most notably she is co-author of the Angola chapter of African Upstream Oil and Gas: a Practical Guide to the Law and Regulation (2013); “Oil & Gas – Gestão e Negócios em Angola”, Oil & Gas Angola Magazine (November 2015); Working with Joint Operating Agreements in Civil Law Jurisdictions: Angola, Portugal, in Joint Operating Agreements – Challenges and Concerns From Civil Law Jurisdictions, Kluwer Law International (July 2015), Chapter 1 (Angola), in African Upstream Oil and Gas: A Practical Guide to the Law and Regulation, Globe Law and Business Publishing (February 2015).

  • Advising a South African mining company on onshore and offshore mining and oil projects.
  • Advising on long-term purchasing and licence arrangements with the National Diamond Company of Angola.
  • Advising a Portuguese construction company on environmental law and liability and in obtaining licences and permits in Angola.
  • Advising oil and gas service providers on investing in Angola and on penetrating the local market.
  • Advising a multinational construction company on the incorporation of a branch in Mozambique.
  • Advising Chinese and Brazilian construction companies on incorporation in Angola including negotiating with ANIP.
  • Advising a Swiss private equity fund on compliance issues in Angola.
  • Advising an off-shore operator in relation to its rights against an African government regarding a threatened expropriation of its subsoil rights under a Production Sharing Contract.
  • Advising an international mining group in complex cost overrun and delay disputes with a state-owned company and its joint venture partner relating to operations off the coast of Namibia.
